Obtaining a certificate of origin for energy

For reference: According to Article 9 of the Law of the Republic of Belarus from December 27, 2010 No.204-Z "On Renewable Energy Sources" The Council of Ministers of the Republic of Belarus in the field of using renewable energy sources determines the procedure for confirming the origin of energy produced from renewable energy sources, including issuing a certificate confirming the origin of energy. Responsible body for issuing the certificate confirming the origin of energy is the Ministry of Natural Resources and Environment of the Republic of Belarus.

SUBMISSION/AMENDMENT OF CERTIFICATE CONFIRMING THE ORIGIN OF ENERGY.

To obtain a certificate, you need to:

• application in accordance with the form established by Minpriroda;
• approved project documentation for an object being put into operation (with return). Sections "General explanatory note", "Environmental protection" of architectural or construction projects, document on approval of project documentation are provided. In case the object is subject to state environmental expertise according to legislation, state expertise conducted by RUP «Glavgosstroyexpertiza» and its subsidiaries, together with approved project documentation copies of conclusions from state environmental expertise, conclusions from state expertise RUP «Glavgosstroyexpertiza» or its subsidiary are provided.

act of acceptance after comprehensive testing (with return). The act of accepting equipment after comprehensive testing is carried out in accordance with the Regulation on Acceptance into Operation of Construction Objects, approved by the Decree of the Council of Ministers of the Republic of Belarus No. 716 dated June 6, 2011. The form of the act of acceptance after comprehensive testing is established by the Decree of the Ministry of Architecture and Construction of the Republic of Belarus No. 40 "On Establishing Forms of Acceptance Acts into Operation, Guarantee Certificate for a Construction Object, Lists of Documents to be Presented to the Acceptance Commission" dated December 6, 2018.

The fee for carrying out the administrative procedure for issuing a certificate confirming the origin of energy is transferred to the account BY55AKBB36429000008090000000 in PJSC "Alfa-Bank" Minsk, BIC AKVWU2X, UNP 100519825. Payee – Ministry of Natural Resources and Environmental Protection of the Republic of Belarus. The fee amount charged for carrying out the administrative procedure is 4 b.v.;

Deadline for completionThe administrative procedure takes 15 days.

To make a change to the certificate of origin confirmation requires: 

• zapplication for the established form of the Ministry of Nature; 
• documents (their copies), confirming the necessity to make changes and (or) additions in the certificate. To change the owner of the installation and (or) energy producer requires a copy of the sales or purchase agreement, or an rental agreement; a deed of acceptance-transfer. For changing other information specified in the certificate of origin confirmation - justification for necessary changes. No supporting documents are required for cases where changes are made due to changes in legislation, name and (or) place of residence of the applicant.

The fee for carrying out the administrative procedure for changing the certificate of confirmation of energy origin is transferred to the account BY55AKBB36429000008090000000 in OAO «Alfa-Bank» Minsk, BIK AKVWU2X, UNP 100519825. Payee – Ministry of Natural Resources and Environmental Protection of the Republic of Belarus. The fee charged for carrying out the administrative procedure is 0.5 b.v.; 

The term for completing the administrative procedure is 10 days. 

If a positive decision is taken to make changes in the certificate, the previously issued certificate form must be returned to Minpryrodstvo.
